April 14, 2011

Chairman Gregg Cygnar called the April 14, 2011 meeting of the Board of Commissioners for the LGLP&RD to order at 6:00 pm.  Present: Township Representative Tom Zick, County Representative Mike Stoddard, Treasurer Dick Schneider and Secretary Renee Braun. Six people attended.

APPROVAL OF AGENDA –Motion by Stoddard/Zick to approve the agenda. Motion passed.

APPROVAL OF MINUTES – Motion by Zick/Stoddard to approve minutes. Motion passed.

FINANCIAL REPORT – Schneider reported the account balances as of March 31, 2011. General Checking balance is $36,455.19 the Savings Balance is $154,522.78 the Debt Service Fund balance is $12,956.38. Equipment Repair & Replacement Fund balance is $10,218.92 and the Building Debt Service Fund is $7,422.86. Net worth for 2011 is $211,576.13 compared to $197,547.23 in 2010. Motion by Stoddard/Braun to approve the financial report.  Motion carried.

SEWER REPORT – Ross submitted the account balances as of March 31, 2011. The General Checking balance is $993.02, the Savings account balance is $255,955.88.  The CMAR CD balance is $12,834.94. The Environmental Fund has an outstanding loan balance of $1,089,643.63. Motion by Braun/Cygnar to approve the sewer report.  Motion passed.

ADAPTIVE MANAGEMENT COMMITTEE – Doug Baker reported that there was no meeting in April.  Aaron will do a water survey on Monday. He will also drop off the Adaptive Management Plan to Ted Johnson on Monday.  Baker expressed concern that Johnson was unaware of the strides the District has made in past years to improve the quality of the lake. We received a quote from Brian Suffern for spraying the lake.  It is the same as last year.

PROPERTY OWNERS DIRECTORY – Diane Schneider submitted a finished copy of the property owner’s directory.  It will be available to the residents at the annual meeting.

UNFINISHED BUSINESS:  

PHASE II UPDATE – Cygnar read the letter he received from Alan Shute, County Surveyor/Land Development Director, regarding inspection of holding tanks and septic systems on the East side of the lake.  The letter stated that his department only checks the systems when someone complains of a violation.  Jerry Clark questioned the vote 10 years ago.  He believed that his vote was a mandate for a phase II.  Cygnar reiterated our attorney’s review of the vote process saying that the District was not legally liable to complete phase II.  Mike Ross stated that he was told that the county is required by ordinance to test systems every three years regardless if there is a complaint. Ross will follow up on the ordinance.

ANNUAL MEETING UPDATED – Schneider presented the detailed annual budget.  Cygnar asked to put a line in for the purchase of a new harvester for $180,000 subject to a 50/50 grant.  Discussion ensued.  Motion by Braun/Schneider to present to the residents at the annual meeting for a vote, the purchase of a new $180,000 harvester pending a 50/50 grant.  Motion passed.  Schneider suggested putting a line in the budget for the cost of inspection the dam on Hwy 44 in the future.  Motion by Cygnar/Braun to amend the proposed budget to add $15,000 for the maintenance of the Hwy 44 dam.  Motion passed.

PORT-A-POTTIES - Mike Ross got quotes on replacing the port-a-potty on the East Landing. Marches would sell used ones $200-$350. Tom Zick reported that the town has a year old port-a-potty which they purchased for $700 and is handicap accessible. They would sell it to the District for $350.  The town would deliver it.  Motion by Cygnar/Stoddard to purchase the port-a-potty from the Town.  Motion passed.

NEW BUSINESS – Ross stated that the water clarity test kit cost $1,000. Motion by Cygnar/Zick to purchase the kit not to exceed $1,000.  Cygnar suggested that Matt Ross should be paid $15.00 per hour.  Half of the wage is covered by the Clean Boat grant.  Motion by Stoddard/Braun to pay Ross $15.00 per hour.  Motion passed.

The next meeting is May 5th 6:00 pm.  

Motion by Cygnar/Stoddard to adjourn the meeting. Motion passed. Meeting adjourned at 7:15 pm.
