December 8, 2011

Charmin Gregg Cygnar called the December 8, 2011 meeting of the Board of Commissioners for the LGLP&RD to order at 5:00 pm. Present: Treasurer Dick Schneider, Township Representative Tom Zick, County Representative Mike Stoddard, and Secretary Renee Braun. Four residents attended.

APPROVAL OF AGENDA – Zick requested the addition of “Hall Donation” under New Business. Motion by Zick/Stoddard to approve the agenda with addition. Motion passed.

APPROVAL OF MINUTES –Motion by Stoddard/Schneider to approve minutes for October 13, 2011. Motion passed.

FINANCIAL REPORT – Schneider reported the account balances as of December 8, 2011. General Checking balance is $185,775.84, the Savings balance is $53,486.28, the Debt Service Fund balance is $12,967.49, Equipment Repair & Replacement Fund balance is $9,137.90 and the Building Debt Service Fund is $7,429.23. Net worth is $268,463.74. Net worth for 2010 was 164,413.66. Motion by Braun/Cygnar to approve the financial report.  Motion carried.

SEWER REPORT – Mike Ross submitted sewer reports for September, October and November. The latest totals as of November 30, 2011 are as follows: General checking is $738.40, sewer user savings account is $230,273.38 & MSB CD is $12,869.48.  The Environmental Fund Loan is $1,089,643.63.  Motion by Braun/Cygnar to approve sewer report.  Motion carried.    Per past meetings, Ross will talk to Huberty & Associates for an updated cash flow schedule if we refinance the Environmental Fund Loan.  

ADAPTIVE MANAGEMENT COMMITTEE –  Aaron Gruenewald  reported on the AMC meeting held on December 3rd.  Doug Baker and Ted Johnson of DNR agreed to set up a test site for harvesting and document the effects of harvesting on the growth of native and exotic plants.  They are looking at the Lake View Bay area.  The fish club stocked 1,500 Walleyes and approximately 1,000 Muskies. The District paid for $3,000 of the $4,000 budgeted to the stocking the lake. The DNR provided the survey results of the plant growth in the lake. There is major resurgence of curly leaf.  They did not have any recommendations to address the curly leaf problem.  

UNFINISHED BUSINESS:

PHASE II & III– We have received a formal proposal submitted by Kunkel Engineering Group to undertake the Septic System Inspection.  Their cost for testing Phase II and Phase III properties is $90 per system, totaling over $10,000. The District paid for the testing in the past therefore it will have to be brought up for a vote at the annual meeting.  The District will request additional proposals.

NEW BUSINESS:

SUMMER HARVESTER STORAGE – Mike Ross presented the information regarding the sale of property adjacent to Chuck Merlin’s property where the harvester is parked during the summer.  Chuck’s property also houses the pump building for the aerator in the lake. Ross suggested the District considers buying the property (asking price $74, 9000.00) in the anticipation that we may not have access to Chuck’s property in the future.  The Board will take this under advisement.

TOWN HALL DONATION – Motion by Zick/Stoddard to donate $50 on an annual basis to the maintenance of the Town Hall. Motion passed.

The next monthly meeting is January 12, 2012 at 5:00 pm.  

Motion by Stoddard/Zick to adjourn the meeting. Motion passed.
